Is this for After Effects only? Is there a way to take the effects and export them as sprite strips, say if I wanted to simply apply them to sprite animations I've made in other programs?

A script works only with After Effects, but you can use FX-pack in any handy programs. Also i'm going to add sprite sheets and PNG sequnces in the pack next update. If there is any trouble with the pack feel free to contact me. I'll help you)

Yeah, it's easy. You can import video to Photoshop and work with FX element frame by frame.
