Nick and Judy seemed to have stumbled upon some information regarding an old case.This is a semi-splash page-y illustration that goes into the story of Shocking Developments . Haven't made the comic pages that goes into this part yet so this is a little sneak peak.Β

Hm... "Project: Bluelight" sounds like something that was meant to be a top secret weapons/Super-Soldier project from the name alone. From the sound of it, it's related to the Night Howlers due to both the serum and the Flower's blue colouration. I mean, it was able to turn Manchas and Otterton into neigh-unstoppable whirlwinds of destruction, both characters being well-known in-universe for their soft spoken and relatively peaceful natures.
In fact, when I think a little deeper, the Nighthowler Serum actually reminds me of anotherΒ similar Serum that had much more potent yet deadlier effects on it's user. Halo's Rumble-Drugs. The Rumble Drug was meant to be United Rebel Front's response to the UNSC's Spartan II project as a means of fighting back against the super-soldiers. The drug worked by removing the limiters on the body, making them stronger, faster and more agile than they were before taking it, as well as being able to take hits that would cripple a normal human and still keep going.
However, the Rumble drug had a costly side effect. Since it disables the body's limiters, it meant that once it wore off, user's body would collapse from the sheer strain that they'd just pushed themselves to, not to mention that when taken, the drug has a high risk of driving the taker into insanity, attacking indiscriminately whether they were friend or foe, making it's usage an absolute last resort... Much like the Night Howlers, only that the latter's effects would function until an antidote was administered, and the Nighthowler serum didn't kill the user afterwards.
The wording of Project: Bluelight makes me suspect that was the case here, a means of weaponizing the Night Howlers for use in warfare. However, it's unstable nature resulted in the project being canned. However, the project notes would fall either into the hooves of Bellwether, or in Woolton's hooves. Whichever one the project notes fell into, it resulted in both Zootopia's missing mammal case and the events of the movie.
