I see. That explains why I don't have those buttons, I use Photoshop CS6 Extended... xD Does anyone know of a way to get this same effect in PS?

It'd require tweaking your opacity and flow settings for your brush. Sai and PS work very differently but both can potentially have the same finished result.Β
Β I'd recommend looking at some videos from the Ctrl-paint.com website

Yes it's sai, you can use the same technique in pretty much any program though?

i tried that on my picture sage in sumopaint.....it didn't work. i didn't succeed.....

It takes practice lol, you're not going to get something flawless on your first try, regardless of what program you use. The program is helpful but it won't do the job for you
I'm willing to bet it took the artist a while to perfect this so it would be silly to expect instant perfection. Don't give up!

Those brushes are actually from the software Paint Tool SAI. I think he uses that for most of his artwork here. I'm sure there are equivalent or similar on Photoshop but I haven't actually tried following these tutorials yet.

I think the focus is the technique not brushes so the program doesn't really matter

Understandable.
I'm still figuring out brushes and brush settings myself. I just mostly use the default brushes - I've practiced some of the other tutorials he made but my technique isn't that great yet.
