Bio: Raijin was born in a small village in japan, he lost his parents during a war and took care of his father's weapon shop ever since. He's a nice and smart guy that likes to socialize and help others. He discovered the dark hour while he was working in his workshop. Not knowing what was going on he decided to look around and met Ryo on the way.

Yeah, I was just double-checking, since you might've had another character in mind for staff or something. But I got some suggestions for you:
If this is going to be staff, and therefore boss-level toughness, you should prolly give some kind of resistance to Light and have a different weakness.
Thunder Reign is mostly useless... It doesn't do much more damage than Ziodyne for the cost it takes (then again, cost doesn't matter so much for bosses). I would say take it out and replace it with some kind of signature move.
Lastly, you have Revolution but no physical skills, and room for two more skills. I'd suggest giving a multi-hit physical move to get more out of Revolution. Magic attacks don't make critical hits.
