Long time no see from this guy.Not really a Super Saiyan 3, per say... due to his mixed DNA it's more like Frieza's speed form. He can't use Ki blasts or power up very much, all of his power in this form is purely physical. He prefers not to use this form as it is very exhausting and leaves him physically hurt if he keeps it for too long.

I always found the concept of this guy to be interesting I mean a Saiyan and a Frieza race/Frost Demon/ whatever other name we have for the race Hybrid seems very interesting on how it would work and stuff

No problem I like hybrid races and stuff I find them cool. I have one question who is each transformation effected by the mix I know he has super Saiyan plus the Frieza like forms just wondering how they work.

Well he actually has a more base form (haven't drawn it.. really should) that makes him look like a child (similar to Frieza 1st form) which he only goes into after having used a lot of power like the above transformation. It essentially allows him to use his base amount of power without putting any strain on his body, but he hates it since he looks like a wee babe lol
Then there is his usual form, which allows for more power output.
SSJ he gains significant speed and power, and he can survive in space! He can't do that in his base form.
SSJ2 is a boost again, but he gains more physical defense because his Ice-jin DNA causes more armor to grow and he just gets generally tougher.
SSJ3 is above.
I'm still working out kinks in his next form.
TLDR:
Essentially his forms progress as most in the DBZ world, but he has more physiological differences when he changes and he doesn't really have a "true form" like Frieza. He's still a saiyan, so in order to activate his Ice-jin powers he NEEDS to train. Unlike the rest of the race that essentially can inherently use them as they grow older.

Alrighty then thanks for answering that I enjoyed reading how you hybrid works I have seen a few Frieza clan hybrids and it's interesting to see how different they each are as people have a different idea of how the race works when incorporating stuff into hybrids

I remember I have seen some others I was even gonna come up with my own at one point don't know if I will ever go back to that idea and I have even seen a Frieza/Human Hybrid
