I did what you said and got a nice blocky effect
how did you get the shine on the blocks
I got something like it by going to filter - styles -emboss and then but a hard light on a copy of the image.

Just try some white soft brushing over it set to overlay.

Filter > Blur > Gaussian Blur
Filter > Pixelate > Mosaic
Choose your dimensions. Erase as you wish.
