Vashti is the only one that is above him. So long as you give in to him ( unless your Vashti) your safe ish. Once Vash dominated him hes pretty much hers. Unlike Avari he doesn't try to regain controle when shes turns her back. Hes alot safer to have out in public then Avari. Avari would even kill him if she could get to him.
