is he from Sastia?
it wouldn't have Eldar influence if that's the case(or much anyway- maybe got the idea from a group that went there to get Kinesia Stones)
Is he part of the first generation of Rangers? 

if not- curious how he talked his way out of trouble(see my notes on Sastia)
exiled rather than outright murdered?

He is from Sastia. I didn't see much in my lore that would keep him from talking his way out, perhaps he got a steward vs one of the warlords proper.

I figured eldar were scattered across the continent, living in their sheltered communities.
And the influence was just for the clothing design, maybe cut off their patterns?

I had figured him to be'modern' day, but he could be from almost any generation.

I'd kinda figured they're pretty much in Threefolder territory there's nothing stopping a group of Eldar from living in Sastia.  went there looking for work in the mines, or making magical items and stayed. Rode out of the civil war(started a generation before Adriana Bex was born) rode out its failed state period(warlords, 8 rose to power above all others) and perhaps served as advisers to the new Nine Rivers Dynasty.
