He isn't, he's deriding Óðinn for his practise of Séiðr, which was considered the province of women. He's essentially calling Óðinn a hypocrite for practising something which he derides others for

I was literally coming back to this picture because I JUST read about this and finally understood. But, by practicing Seidr, Odin was, basically, a slut, because Seidr was also very sexual.

Nice work! Loki has a really mischievous look about him and the guy with the staff looks as if he feels all migthy and powerful. It's a little odd though that you can see his knee. It seems as if he's wearing a transparent skirt...

This being the first picture of yours that I saw, my immediate thought was: the Trickster and the All-Father with Huginn and Muninn. I see now that you stylize Loki in that way (and he looks great, imho), and I still think the other figure is Odinn, so I guess I answered my own question
