Victory Square, Bucharest.
Victory Square (Romanian: Piata Victoriei) is a major intersection in central Bucharest, where Calea Victoriei, Lascar Catargiu Boulevard, Iancu de Hunedoara Boulevard, Kiseleff Boulevard, Ion Mihalache Boulevard and Nicolae Titulescu Boulevard cross.
The headquarters of the Romanian Government (named Victoria Palace after the square) is located here. The Grigore Antipa Bucharest Natural History Museum is located across the square.

I love that the shot is mostly full, there's no prevalence of negative space that really would weaken a shot like this. The blurring lights on the streets indicating fast moving cars etc. is a nice effect, and works just as well as if there was actual traffic in the shot. The street lights are starbursting for effect, but it gets a tad distracting when you look at the shot a little closer. The lights on the big black building to the right make that work of architecture the most appealing and the slight glow at the end of the sky as it touches ground level is pretty neat. One thing that did bother me was the lack of structures behind the big black building on the right, there's just an awful ugly space there and we get the feeling that this area isn't so much of a bustling city. Other than that this is a great photo!

I love these time-lapse photos because they turn the points of light from car headlights and tail lights into continuous streams.

I can't give you an official critique, 'cause I don't have a subscription. But here's mine:
I think by choosing F11 you created some nice stars around the lights. However with a bigger aperture you might have caught more 'traveling' lights.
I see some lens flares in the picture, which is common in these night shots, but you can try to just brush them away, especcialy those in the air (center).
Did you think about symmetry when you shot this picture? If so, you'd better had taken some steps to the right.
Something else that caught my attention is that all the buildings have a blueish look due to the blue lights except the building on the left. Do you think you can add a litte extra blue there? Because then it will be more harmonious.

in my right, in the middle of the passage bridge, it was a big commercial and I could not make the shot.
also, bigger F number = diffraction and the shot will not be that focused.
