This is supposed to be Mafalda. She's the daughter of Molly Weasley's second cousin, the accountant who is mentioned in the very first book when Ron and Harry talk about their families.She is therefore more or less Muggleborn and still managed to end up in Slytherin.
JKR mentions her on her site and says that she was intended to appear in the fourth book.
For the picture I took a photo of Ginny and tried my best... ^^
No idea what she's doing there .. maybe she's just been caught sneaking Hogwarts at night.
