It's a double modulus (Boxtail has a tutorial on this) with Sineblur added to the small modulus transform 
I tiled it with tile_hlp and tile_log and cancelled that with another modulus. I set the tiled layer visible and used foci or tanh as final fx, with 45 degrees rotation and sqrt(2) scale correction, and another scaling to get the desired rotational symmetry

Have you ever heard of the mandlbrot set? There's some videos on YouTube about it. It's basically a fractal so huge and complex that you can literally get lost in it. I found it when I was seven and have been addicted to fractals ever since.
