The story here is that there is a resort within the world of MLP: FiM, where anypony can relax their mind by temporarily being transformed into a more simple-minded feral form. No wings, no horns, no cutie marks, a pony can temporarily leave behind the stress that comes with sapience by taking on a simpler form. While in this form, the attendants of the resort cater to the feral ponies' needs and provide recreation for them until it comes time for them to return to their normal forms, memories before and during the treatment preserved.

Fluttershy, being very nature-leaning, was very curious about the experience. She's taken care of animals throughout her life, but to have the experience of being an animal and being taken care of is something entirely new.
