Uh... Let's see... Roxas is Sora's Nobody but when he gave his heart for Kairi (KH1), a Nobody ended up existing. So he wasn't meant to exist. He look's like Ventus because at the end of (KH: Birth By Sleep) young Sora lets the lost spirit, Ventus, enter him, so he lives inside of Sora. That's why they have the same voice. Uh... Roxas also was friends with Xion, a Nobody created... So he was actually, Sora and had the power to use Ventus (KH: 365/8 Days) [I think that is what it is called]...

And pretty much a short summary of what I know... XD

I think that roxas could be sora's nobody or ventus which he was same but similar voices.
