Both! The title (the Freedom part) is like Tayo and Risa can trust each other with their life(IDK why I think this, but it's like those friendships with people where you are still friends when you are a senior?) 
And I feel this because if one of my past "friends" were a dragon, they'd probably throw me off as a joke when we are taking off or something.

i wish i had a trustworthy dragon friend like this
