How to paint hair from scratch. The brush I use is #65 on this brush set: [link]The circle with a number next to the hair image is the brush size I used for that step. I used a tablet.

When you use 65 brush, he look so soft. When I tried to use him, he was so scratchy

I checked, and some of the ones I found weren't that high quality (those are usually made for photoshop :/
but I found one that might do the job for you:
