Description
Finally here!This tutorial was mostly aimed
to the SAI users, but anyone
is capable of following these
steps in any program to create
pixels!
Feel free to ask any questions
that you might have.
I know this tutorial is not overwhelming
with pixel info, but I tried my best :'D

I think you can, actually! the steps shown in the tutorial are very generic.
I guess you could use it in any program but the names of the tools used
in this tut may vary from program to program. ovo
