If you really want to be able to walk up to birds and you're really dedicated to it, I know a method that typically gets local birds to feel comfortable around you.

Does it involve sitting really still with birdseed/bread bits/etc in hand, day after day?

Close. The first few days, you stand pretty far away from the birdseed, actually. After a few days, you sit a yard closer, maybe, to acclimate the birds to having you in the vicinity. After a few more days, a little closer. This continues until you are right next to the birdseed. Before long, supposedly, the birds will come as you approach, knowing you'll have birdseed with you and that you pose no danger. At this point, you can just keep a stash in your pocket.
I've been considering doing this with some of the local crows and table scraps, but that would mean encouraging crows to hang around the apartment and that's not such a great idea when I'm trying to grow fruits and vegetables.
