ya this was made in power point so not perfect but all i have access to without going crazy and free handing it... '^_^Ok this version has the star map made by some one else ([link] ) with the sectors I created for the Risk Game. To the Left i also am showing what each sector looks like since there is a lot going on in the left picture.
Pink lines = travel paths.
Let me know what you think.
Play as: Aliance, Asari, Quarian, Salarion, Turian, and Geth or Reaper. 6 players.
Play like normal risk no missions.
or
Play story mode with 1 or 2 person as the reapers. after x number of turns call reaper invasion and role a x sided dice to for a chance to convert enemy forces into yours across all players. it may have other rules. if you have ideas leave in comments.

Pssssst..... Your Quarion Space is crawling with Geth! And given the lack of Quarians in that area, I think the Geth will beg to differ with your label.
Okay, now I will be more constructive...
Since you listed the Quarians and Geth as separate factions that can be played by different people, then I assumed the game setting was prior to Quarian attempt to retake Rannoch. An alternative is to have the game setting be after Rannoch, maybe with options so one player can use just Quarians, just Geth, or both.
I don't know how you could make the Migrant Fleet work within the games mechanics, but it would be interesting if the Quarians did not control any locations. They could start the game in one random system from a list possible systems (Terminus or Attican Traverse). They could start out with some significant forces all in one place (largest fleet in the galaxy), with no reinforcements until they establish a home somewhere. They could have the ability to move through other players' space without fighting or conquering territory if the other player chooses to let them pass through (motivated by the Quarian's concentration of force that could conquer the territory if they aren't allowed to pass). The Quarian player could decide to take on the Geth to retake Rannoch, or try to establish a new home by conquering some other territory.

well i could have labled it Geth / Quarian. but to long. a name.
Basically I figure things will play like regular risk more or less. Solder = 1, Frigate = 5, Dreadnought = 10 units
The Quarions could have special playing options in playing modes like what you are saying.
