This tutorial is made very long ago, but I think I just picked the colors for the skin.. so 100% opacity. But now for my other vectors/vexels I usually use white for the light and black for the shadow on a very low opacity.. 2% or 3% (:

I would like to point out that the method you describe above is not truly a vector, but a vexel. Vectors in PS are actually color fill layers with a special mask attached called a Vector Mask. This allows them to scaled up, down, left and right with no loss in quality. Vexels do not have this property, so although they look alike, they are not the same.
