OK... done with Photoshop - A complete bold experimentation on my part. Played around with opacities instead of going for cel shading. Let's just say this whole image is totally winged.I also messed with the filters on Photoshop for added effect
Took about 3 hours-ish, give or take a few minutes. I don't know whether I like it with the spotlight or without... the blues and purples are more prominent in the background in the one without the spotlight

Try this tutorial: It's called the 'watch and learn' series. It's not much to do with anime or anything, but it gave me a few pointers. Watch out for the download time.

This was a true bold experiment - I did this in pretty much the opposite way I do most other pictures
