Just a quick idea for a character.

A street kid from a Dystopian future. He used to live in an orphanage that allowed scientists to conduct various medical and genetic experiments on its children for profit.

In this guys case, his right arm was biologically modified (bio-moded= hence the title) and the muscles in his right arm and the right side of his torso, were injected with a mutigen that spliced the DNA of his muscle cells with genes from an electrical eel, allowing them to build, store and fire an electrical charge. A skill which he later used to murder the Orphanages cruel owner and escape with a group of other children like himself, which later formed a gang known as The Street Freaks.

I might give this guy a name and do some more characters, depending on the responses I get for this.
