Hmm, the refelections are the only thing that looks not-too real. I learned that when the sea has lots of little waves like this, certain parts at certain angles don't reflect much, to simulate this effect, get the magic wand tool with a tolerance between 10 to 30 and select the darker parts of the choppy little waves, you should get a very elaborate selection all over the water if the settings are right, then try erasing the parts of the reflected city in those parts, the result is a reflection that's a little less perfect and broken up in places
Also slightly darken the reflected parts too, though reflections are usually faint, they are almost always darker than the real thing, just at a lower opacity
