Not /really/. Since the breeding picture is set on a point scale (with a max score of 19 points) that will count to the sire and mare. I mean, if you want your foal to get extra points by having high ranked parents, then I suggest doing the highest you can with the point scale. The foal's dam is at 76 points with 2nd star at 200 points. So she's almost halfway there. (without me really trying) If I can get her there, then your foal will be starting off (at the minimum) with the same value as an import horse. Anyway, here's the point scale.

Simple BG: +1
Intricate BG: +4
