The balance is good. The wording is a little wonky. If you want to make it sound like a real magic card, you should word it like this:

"Whenever Merchant from Elsewhere enters the battlefield, search for any artifact or creature card from outside the game, reveal it, then put it on top of your library.

U, tap: Target opponent gains control of the permanent you chose from outside the game."

It should cut down on the wording a bit and clarify what you meant to say.
