Bunnie won't be with the other Freedom Fighters (Sally Acorn too!) for the first 12 issues in 2018 IDW Sonic the Hedgehog, the door isn't closed for a potential 2019 IDW Sonic Freedom Fighters entry at least for now...

Is it a continuation of the Archie series? I just looked up issue 1 and I see that Ian Flynn and Tracey Yardley are among the creators.

Well, it's an IDW reboot. And the first year will focus on game characters with new and old added every issue. There will be 3 new characters created for IDW Sonic - Rough and Tumble in issue #3, and Tangle Lemur in issue #4.

Knowing that Fiona Fox wasn't one of Ken's characters, I wonder what the chances are of bringing her back, perhaps with a new back story? For example, she could start out as a villain, and changes her ways after meeting Sonic and Tails.

I think Mike Gallagher created the first Fiona Fox.
And it was Sonic Sat AM that created King Acorn but he didn't get a name until he started to appear in Sonic comics (originally Max and later Nigel).

Also, remember Mina Mongoose? She was created by - no, not Ken Penders, but by Karl Bollers, who recently is now the editor of Valiant Comics.
Mr. Bollers has no plans to revive Mina Mongoose himself even for Valiant Comics.

I can't remember all of them, but I can name a few. "A Tale of Two Sallys" and part 1 of the 5 part story, "Control and Chaos", and there's also "The Egg Orbinaut Strikes". There may be some more, but I think she had a bigger role in the first two titles mentioned.

What is "A Tale of Two Sallys" about? Sat AM Sally meeting pink Sally or Sat AM Sally meeting Mecha Sally? This would also work for Sat AM Sally meeting Post SGW Sally.

Well, in my Sonic Fan Fiction Series universe, both Princess Sally Acorn of the SatAM/Archie Comics was present, as well as Sally Acorn from Fleetway's Sonic the Comic, and my fan fiction series was mostly based on Sonic the Comic, along with other stories released in Britain back in 1993.
So, to avoid confusion, I write this story featuring both Sallys, stating that Princess Sally came from an alternate Mobius. They had the same mother but two different fathers. In time though the ideas got even more complicated, and I regret that story idea now. I should have just shown it as a big coincidence they both had the same name, and that they both existed in the same universe.
