They actually had these cages in medieval times, but not for slave transport; they had the same purpose as stocks, pillories, and similar devices, to punish criminals sentenced to public humiliation.
The victim usually survived - usually. If his/her crime was something that made him VERY unpopular, the townsfolk might decide to throw rocks at him, something the constabulary rarely discouraged (and sometime encouraged, depending on how much they disagreed with the sentence - this was considered lenient.)
Worst case scenario for the victim, someone might bribe whoever the magistrate or official was in charge of letting him/her go when the sentence was up to "delay" doing so, resulting in the victim dying from dehydration or starvation.
