Hm? For one, please restrain your use of foul language, that's inappropriate. I'm not sure if by that you mean 'a woman'; in which case, the answer would be because he is being cosplayed by one. Or, if you in fact mean, 'looks rude/like a jerk'. And that would be because, in-game, Kanji puts on a tough-guy persona, and often in his main poses, tries to look angry/unfriendly.
