I can't say anything for certain until Super ends, but that's always been the plan. Goku and Vegeta had their god forms lost for the GT era to help remove pointless power bloat when introducing SS4.

My version of the ritual to turn the Saiyans into gods and allow them access to the forms is only done temporarily. Goku and Vegeta "absorbing" the power from the original is just their body remembering how do produce the god ki after the ritual is reversed. So maintaining the god forms after that is a delicate technique of ki control. The process gets messed up when Goku becomes a kid and Bebi takes control of Vegeta, taking the power away from them.
