if you want it for a dA icon, since its not an animated gif you can resize it when you go to set it as an icon. dA can resize images as long as they arent .gif files

I made the shape in paint for the most part
and then made it trasparent and added the pixel sparkles in gimp
but you could prob do everything in gimp tbh
