well in that world there is a precedent for that. We havent seen it yet but there are places where it is illegal to acitivively use your powers in public or have a license (like a driver's license or a hunter's license), I think the point I have failed to convey so far is that it's not illegal to HAVE powers, it's just illegal to use them in the parts that have passed this law.
Like Big O, if he came into town and acted law abiding, like not rippisng sutff up he would be allowed to walk around or live there. He's probably have to get a license but otherwise...
basically no flying, no masks no.....
and yeah the feeling you are supposed to get is that you want to smack and say hey! not all supers are bad!
but Ami's Mom does have her reasons for wanting superpowers banned form her town and the tale, sad to say is pretty tragic.

If this goes through and we ever get a series out of it we dont plan on the Big Discovery happening anytime soon, if at all in the forseeable future.
I do have a story arc involving her father that may or may not be around the time her mom finds out but that is waaaay in the future as far as story arcs go.
