The background does look surprisingly authentic. You might try setting the layer opacity down on the Milotic's water effect and dodging it a bit except for the spray, though.

Well he has a gold hat thats covering his eyes, he wears black pants, and a black shirt, he has a coat as well which holds over 25 pokeballs on the inside, and has red shoes(pretty simple)

he has a black coat(its a vest really) and his hair is black(his eyes are covered so you can't see them)
