Giant intelligent lizards and Crocs sounds fun but if such a empire of intelligent, sentient, active scaled warriors from a prehistoric age achieved human level intelligence, walked on two legs, used tools, and once was dominant life on Earth; if they were real in our world, how could that work?

Being active, intelligent, scaled and bipedal with the ability to think , and from a time near a ice age, then they'd probably be related to Triassic Archosaur (thecodonts) like Erythrosuchus, Postosuchus, and ornithosuchus. But since they've been mutated and advanced, they'd probably have more birdlike characteristics and, like tool using birds today, they'd hold tools with their jaws and use head and neck movement to work the tool.

Skinks would definitely be fast moving Theropods, like herrerasaurus.
