So with my Exile from Gallifrey, I have been working quietly behind the scenes on Earth. I have created a new Time Lord Haven under the Guise of the Human Time Masters. I have been instructive to their Time Master Council, and watched their fall to their own selfish ends. I was also instrumental in Revising their technology along with Rip Hunter in forming the Time Agency. I will distribute to my fellow Exiled Time Lords new data regarding the Waverider, and other Time Master Technology we can use while outside the confines of the Time Lords jurisdiction. Tho the Doctor may work on Earth, I am safe here at the Vanishing point, creating a new Temporal Empire secretly. More Schematics and technological Treaties will be coming from my hidden TARDIS Foundry in the Vanishing point. The Technical Specs and floor plans for the Waverider will be coming soon.A Temporal Civil War is coming to Gallifrey, and this time it will be more impactful then that of the Intuitive revolution and the expulsion of the Pythia to Karn! Gallifrey Rises!!

Meh. Given that the Master not only ran and got elected Prime Minister then, wholly unrelated, created an organization able to harvest the dead of the planet to make into an army of cybermen, even with multiple neon billboards proclaiming "Evil Other-Worldly Scheming HERE" you wouldn't get the Doctor's attention. And that's before the sex change.

We'll be ready, I have earth's Metahumans as my army. The Best part is, all the Time Lord Technology, I invented. I know more about their power then they ever will. I can disable their weapons easily, and counter their advances.

he is the real Rip Hunter. his real name was hidden from him, and all so he and his ancestors wont be erased from the timeline. since he's from an alternate timeline, his past is safe. Only the erasure of Rory Williams from all of time could erase Rip, but that cant happen because of the Weeping Angels. He is the perfect Time operative for my needs.
