The Blue Infinity Ranger, Jeremy's parents died when he was young, getting put into the foster system as a result, and eventually in the Whitaker family. In his youth, he was good friends with classmate Micah Martin, though the friendship eventually soured and became more antagonistic, becoming a frequent target of Micah his friend Troy's bullying. He later was chosen to become the Blue Infinity Ranger.

Jeremy is nerdy, often found on his computer or playing video games. He's smart, sarcastic, and more introverted than his teammates. But when the moment calls for it, he isn't afraid to stand up for himself or his friends when pushed. Despite his confidence in his intellect, Jeremy feels self-conscious about his lack of athletic ability in comparison to the rest of the team, as well as his role as a hero.

Jeremy's Manifestation is Surge, which gives him control over water. Using Surge, Jeremy is able to walk on water as if it were a surface, manipulate water to form constructs with it, and breathe underwater. Surge can also be used to manipulate liquids other than water.

Jeremy's personal weapon is the Shark Trident, with which he can perform his specialized attack, Shark's Bite. A trident that is close in height to the Blue Ranger itself, it can shorten into a spiked ax, the size of an escrima stick.
