No, sadly she would not count for pack mate bonus after she is tamed.
So while in the owner's headworld she may still be 'wild' she is no longer such in the Tokota database so she doesn't count. This qualifies for all wild tokotas, not just WF16 in particular btw

What determines whether or not a taming attempt is successful? Sorry if this is a stupid question, I'm new to tokotas.

it's rolled randomly and you have to roll a 1 out of whatever number it is(in this case 800) to tame it. Items and more attempts increase your chances.Β

I want to draw her cause I think her personality would end up with some really funny pictures but I have no tokota handlers yet. How do I make one? Do they have to be human or can I make my handler a dire wolf?Β

You don't need to do anything special, with the group or otherwise, to make a handler for your Tokotas. Your handler can be anything, normal human or shapeshifter, so long as it is within these parameters .Β

No, you don't need to sumbit a deviation of your handler. You can just draw him/her in your picture and then that [has to be] your handler. There is a limit to making handlers and that it 2 so yep (''O-O'')... Your wecome!!!Β Β
