Juudan Jou is an ex-military sniper recruited by the CR to help combat the growing Bugster threat, by leading their non-Rider field team. When Kuroto Dan revealed his evil nature, and the splinter group of CR broke off with Jakuval, Shougi, Prodigy, and a handful of medical assistants, Jou tracked them down in order to complete his orders. Having worked with Hideki remotely already, Jou teamed up with him after finding the Riders to construct a Gasshatto that played to his strengths. He is tirelessly dedicated to defending the other Riders while they perform their operations, and assisting whenever possible.

Using the Busou F.P.S. Gasshatto, Jou is able to assume the Level One form of Kamen Rider Chamber F.P.S. Gamer, a form based on first-person shooter games, and armed with a unique ability. Chamber floats like a butterfly and stings like a bee, dashing and darting around the field as an ever-moving target. He has the ability to summon one or a pair of oversized, plastic looking revolvers, armed with six shots a piece. The Gasshatto generates clusters of targets around the field when activated, and by blasting them, Chamber can access power up tokens which can transform his weapons into various kinds of guns, from sniper rifles to gatling guns to bazookas.
