A tragic event years ago involving the rebellion and explosion of a number of HumaGear left Atsuko seriously injured and trapped under rubble, with a brave samaritan helping keep her safe for hours until help arrived. Due to his guilt over the incident, Keronosuke Hiden, CEO of Hiden Intelligence, paid for her medical care, which included the replacement or part of her abdomen, including several state of the art artificial organs. Despite this, Atsuko grew to resent HumaGear and the Hiden empire, but used her new part-robot physiology to her advantage, honing her body to peak performance. After his death, Hiden sent a ShotRiser to Atsuko, asking her to use her skills to fight off the impending HumaGear crisis. Atsuko uses the ShotRiser along with the Thieving Raccoon Progrise Key to transform into Kamen Rider Klepto.

Thieving Raccoon is Klepto's primary form, using the power of the raccoon. Atsuko transforms with the ShotRiser in Belt Mode, striking the bullet with a kick after it spirals around her body. This form is stealthy and quick, navigating nimbly in the darkness without a sound. Klepto uses circular, swooping movements to keep her enemies on her toes, and is able to create temporary constructs shaped like hands to aid her in combat, as well as in her criminal activities.

Klepto raises her ShotRiser high, drawing electrical energy from nearby Magear and concentrating it in the barrel of her weapon. The affected Magear are paralyzed, shorting and shaking until Klepto pulls the trigger, releasing all the stored energy as feedback directly to the Magear's processors to fry them.
