Yes it adds a dramatic flair overall...without the dust it would be a really boring shot.
He got awarded a stolen base. He also got a dirty uniform which is a badge of honor in a sense because it shows all that he "played hard"

He stole second base and was looking back to see how far the errant throw went but it was snatched up by the second basemen so no chance of moving onto third on the catcher's throwing error.
