Yep, it's a side draft constant depression motorcycle carburetor, the bottom is a bowl for fuel with a wire bracket holding it together, the part above that is the throat of the carbuertor, where air goes through and mixes with the fuel, and the part above that, the part that looks like a bottle cap, is what holds the slide that acts like a throttle valve. That kind of carb is pretty rare in america for some reason, but it's very good at giving a precise amount of fuel making it very fuel efficient. It's pretty similar to the carburetors in the American version of the Triumph TR6, except that controls the slide with engine vacuum moving passed a butterfly throttle valve, manipulating a diaphragm on top of the slide, instead of the throttle controlling the slide directly. The little square thing on the left side of the bowl is a fuel line where the gasoline/petrol enters the bowl from a fuel pump, historically from a mechanically driven fuel pump controlled by a lobe on the camshaft, but modern systems use fuel pumps and a lot of small engines, including almost all lawnmowers are gravity fed to the carb bowl. The little bumps above the bowl are mixture control valves, allowing the carb to mix the right amount of fuel with air as it flows through. The tab on the right is, I think, a linkage for either the throttle or choke of the carburetor.

It's a carburetor. Β Kosuke Fujishima (the manga's creator) was a bit of a motorhead, and many of the story arcs involve racing, or motorized vehicles of some sort.
