Custom Transformers of 2 more of my family's pet rats.Rumble comes equipped with his chrome steel ball bearing blaster and Frenzy, who took 2 weeks longer to litter train than my other rats, comes with a turdarang to go with his pistol.

I want to say yes, but rats are mammals. I think predacons were only bugs, crustaceans, and dinosaurs, so I guess they'd be maximals.Β Inferno was an autobot in G1 but a bad guy in BW, plus all of the stasis pods were maximals (except protoform X) so I guess that still works.

There nothing that stated they needed to be bugs, crustaceans, and dinosaurs. It was only Hasbro who made Predacons those animals, plus BW Megatron said they take on the most powerful beasts.Β

The process goes they make a toy and a show has to be advertise it. They use to not care and have someone make the bio and depending what the medium they could do what they want with it.
Look at Generation 1 cartoon vs the comic Hasbro just really didnβt as long as they were marketing the toy. Even Beast Wars has a 1 shot comic that stated it was Optimus and Megatron being the same as Gen 1. But the show as given the liberty to go with what it wanted, which they didnβt always planned it to be sequel to Gen 1. But the showβs success made Hasbro change the bio to reflect the show.
Even Transmut had a toy planned but got cancelled
It still practices by Hasbro to this day IDW event comics have been know to be heavy edited to market a new toy. Dark Cybertron added Windblade in about the final act, and Combiner Wars And Titans Returns weβre turned into event books.
Beast Wars Megatron saying they will take on the strongest animals makes sense. Because he wants the Predacons to be based on power animals. Even the protoforms they concert they were able to chose a beast mode for them. Tarantulas mentions he messed up with Inferno as he wanted him to be a spider.
The Maximals that were protoforms most just chose an animal that was the closet around them.

Hasbro designed Maximals and Predacons as mammals and bugs and dinos well before there was a show, and had short bios written up for them. Before that show even came out, the one off comic I read didn't say anything about Optimus and Megatron being the G1 characters. It was about a new group of Transformers traveling to prehistoric earth to fight over the Ark, therefore fighting for their future. I waited a long time watching Beast Wars, hoping to see the Ark be the focus of that war as it was in that short story. I was there in my late teens keeping up with every bit of info that came out from the first hint of a new beast transformers show up to the last show that aired.
But really, who gives a shit. Facts: I made these up and they are maximals, and maximals are generally mammals while predacons are generally bugs and dinos. Whatever Megatron once said in the show in no way invalidates those facts.

I never said Mainframe designed the characters, I said they were given the characters because Hasbro told them.
The comic only showed a battle between Optimus with a few Maximals with Megatron with his Predacons. Nothing about the arc was mention it was about the Maximals hunting down a Predacons genetic lab.
The claim I mentioned that Megatron made is the only hint as in universe reason why. When in reality the real reason why is because Hasbro just decided the Predacons to be Dinosaurs and insects as just a visual way to show which you belonged to which side.
Much like how in G1 when they imported the Diaclone it was the reason why most of the cars and trucks were the Autobots.

Yeah the one shot that had Optimus as a bat and Megatron as a croc. There was no mention of the ark. That was the only other comic that shows hint to what Hasbro had initially before they just used the names and characters. They had nothing else the writers even admitted at first they didnβt even know it was prehistoric earth or not. Season 1 they were just trying to come up with plot ideas.
Which isnβt a surprise because of Hasbro very early on not showing too much care in what happened as long as the toys were advertised. They were pretty much βHere are the guys we want in the show and their personality. Go wild.β

The story I'm thinking of that was well before the show came out may have been just text, not a comic. It was over 20 years ago so I don't remember, but I know what I read was about the Ark and was said to be the story basis that got Mainframe excited to do Beast Wars. Obviously what you are talking about had very little to do with what Beast Wars ended up being, so pretty damn irrelevant to this discussion we are having.
And again you basically just said Hasbro told Mainframe "here's what we want so go wild", the "what they want" being set maximals that were mammals and preds that were bugs and dino,. That's what this entire derailed and pointless conversation we are having was originally about.

Rumble and Frenzy certainly do have that "annoying pest" feel to fighting them sometimes imho, so rats feel like a natural choice for their alt modes. ^w^
