Here are the steps I took in Photoshop Elements 8:
1.Shadow and highlights + 5
2.Brightness +20
3.Contrast +10
4.Sharpen 5%
5.B&W conversion
6.Increase blue Highlights
7.Darken highlights +5
8.Crop / added cinematic borders
