A very good site for tutorials is this one:Β  www.ctrlpaint.com/library/
its a bunch of short videos going from the most basic stuff to advanced digital painting.Β 
in general what has worked for me is watching tutorials from different artists, and trying to replicate their painting process. though before painting you probably wanna get a good understanding of drawing. like everything else its a matter of practice.

is the wait time in regards to what the commissioner asks for or busy schedule?

mostly busy schedule. The order of the queue is determined mainly by the order in which people pay. Although if 2 or more people pay within a day, other factos come in, like birthday dates, and having commissioned me before, among other things.

payment is upfront, after which I'll send a sketch after about a week (depending on when the payment is made in relation to the other commissioners)
