I did too. I just couldn't hate her, not even after the twist. Even if they don't show much of her, I suspected that the reason behind her motives were more than just Lionheart's mistreatment, being underestimated, or underappreciated with no credit or thanks given for her hard work. She must have slowly started hating predators after suffering so much from bullying and prejudice at their hands in her earlier years for being "easy prey" and it later corrupted her mind into thinking predators deserve no part in society.

If they ever make a sequel, animation short, or graphic novel focusing more on Bellwether and where she came from, we would be able to understand more of why she did what she did. I still suspect it to be from vicious bullying and harassment from predators that she couldn't cope with and slowly began to bottle up her emotions to avoid showing weakness.

I almost wished that Lionheart or Gazelle was the twist villain instead of her.

Lionheart would have been the perfect choice for an antagonist, let's suppose a different twist in where Lionheart would have been the true villain after the case of the night howlers, a kind of villain assistant, is a small, fearful and very sympathetic that is the victim of the mistreatment of his superior, but when the villain ends up arrested or killed, the assistant to be free began a better life, the fact is that if Lionheart had been the real villain, when in the end he ends up arrested Bellwether would have had a better destiny to become the new mayor legally.
Of course, for this,need a reason for Lionheart wanted to turn wild the predators inhabitants, as that would endanger their image as mayor
