Description First appearing in Amazing Spider-Man #9, while Maxwell Dillon, an electrical engineer and lineman, was repairing a power line, a freak lighting accident caused a mutagenic change that transformed him into a living electrical capacitor.  His powers were initially weak, so he spent some time stealing electrical equipment from Stark Industries to charge himself. During this time, he was approached by Magneto, who considered him a potential recruit for his Brotherhood of Evil Mutants, claiming that Dillon's power rivaled his own, but Dillon refused. The following day, Dillon was confronted by a small-time thug from whom he had been borrowing money to pay for the machinery he had needed. When the thug drew a gun on him because he had not paid back the money yet, he responded by shooting a blast of lightning through the thug's chest—the first time Dillon ever killed anybody.

Now everyone may have thought Electro in Amazing Spider-Man 2 was good, but the character was terrible, they made Max Dillion as a creepy stoker which was something used in another bad superhero movie, Batman Forever, That's right, Sony or the people of this movie ripped-off Joel Schumacher's Batman Forever.  And making him blue was making me think of Dr. Manhattan from Watchmen.  Now I drew Electro the way he looked on Spectacular Spider-Man, because they did the character justice in Spectacular Spider-Man, and to even pay homage to his comic book self, I made the head of his electric self look like the mask he wore in his costume.

Electro (Created by Stan Lee & Steve Ditko and Owned by Marvel & Disney)

i Agree that the character in Amazing spider-man 2 was terrible plus they base him more on his new animated series counterpart as a socially awkward Man who wants something better in life but the problem with Amazing spider-man 2 was that it felt rushed and added in to many villains for one film

Yeah MTV's version of Electro I understand, while Electro was suppose to be the main villain I think, unfortunately he's played out as more of a hired dog for Goblin.  I remember watching Blockbuster Buster's top 10 terrible moments in Amazing Spider-Man 2, and he felt that Electro in the movie doesn't have a connection between Peter Parker (by that I mean knowing him or have some similarities) that he's just a guy he saved, who later obsessed with him (Batman Forever style), and got mad at Spidey after he appears on the TV screens in downtown New York, if that's enough to be a supervillain that's lame.
