But this time, the ghost of Sokichi Narumi guided him and handed guided Katsumi to his personal Skull Gaia Memory. With the help of Shroud, they created the ultimate Eternal Driver. And by using Skull Gaia Memory, Katsumi transform into Kamen Rider Eternal Skull.

As Kamen Rider Eternal Skull, Katsumi granted the ability of both Kamen Rider Eternal and Kamen Rider Skull. He become Temporary Immortal as long as he becomes Kamen Rider Eternal Skull. He also could control the power of all T2 Gaia Memory (which their data stored in his Eternal Driver), as he please.
