This is the second emoticon of the "Idiom Series" and it represents the idiom: "Down in the dumps".

The phrase "Down in the dumps" means when one is depressed. So our little emoticon buddy is literally "down" inside of a "dumpster" (the dump) and he is not to happy about it. Sorry little guy.
