This looks like a beast that would be right at home in the "Monster Hunter" universe. The forelimbs are quite unusual. Do you think that those sideways-turned fore-paws can rotate/swivel to aid in digging somehow? Regardless, love the design, and love the tail.

1im3 the creature is designed by V4m2c4. It is not a dinosaur, but, I believe it is an alien that he has imagined and portrayed (as most of his other works are extraterrestrial as well), and not at all any form of saurian creature (his gallery doesn't contain any saurian/ paleoart as far as I'm concerned).
