There are two ways to make a Pokemon game ROM Hacking, or building it from scratch. If you can't script, don't pick the 2nd option.
I'm hacking Pokemon Emerald to make my game as the resources to hack generation 4 are still very touchy.
If you want to hack, go here [link] and go to the "Toolbox" and also "Rom Hacking Resources". Lots of nice stuff there to use.
If you want to make a scratch game the easiest way is to use RMXP and Poccil's Pokemon Essentials Starter Kit for RMXP [link]
Basically what I'm saying is join Pokecommunity. They have loads of resources and tutorials and the Mods will help you find your feeting.
