Sizing/cropping wallpapers is a pain. There should be a program where we load the image and it would resize and we adjust only.

Cropping would probably work better, unless your work was already made in a specific ratio, otherwise - if the software would end up warping the contents to change the dimensions of the piece to fit the size scale selected.
Photoshop can resize images with ease.

Yes, it would have to be a balance between resizing for various resolutions and cropping to adjust ratio, without ever warping. A PS plugin would be nice.
Better yet, a Muro tool!
